SECTION 00020 - INVITATION TO BID

City of South Portland, Maine

Paving Restoration Services

Bid 16-24

Sealed bids for Paving Services (Bid# 16-24) will be received by the South Portland Purchasing Agent at the South Portland City Hall at 25 Cottage Road until 2:00 pm local time, April 10, 2024 and then said office publicly opened and read aloud. Bids submitted after this time will not be accepted. Each bidder must submit a single sealed envelope, the outside of which must be clearly marked “Bid for Paving Services (Bid# 16-24)”.

The work includes, but is not limited to:

  1. The City of South Portland (City) is seeking bids for the provision of Paving Services for rehabilitation of its asphalt paved roads. The City conducts annual repaving of approximately 5 lane miles, or 5,500 tons of asphalt.
  2. Paving rehabilitation services are for full depth pavement reclamation.
  3. The City’s paving work will be done between the 3rd week of April and the 3rd week of November.
  4. The duration of the Paving Service Contract shall be three years. Unit prices for this bid shall be based on holding these prices for a period of one year, with pricing renegotiated for each subsequent year.  There are no guarantees to the repaving mileage or asphalt tonnage per year.   Payment will be based on satisfactory acceptance by the City for the actual work completed.  The City reserves the right to continue or reject this contract hereafter for years 2 and/or 3.  If the City opts to continue or reject the contract for years 2 and/or 3, they will submit to the Contractor written confirmation by February 1 of that year.

To be a responsive Bidder, the Contractor shall have obtained at least one set of bidding/contract documents from the City.   The Bid will not be awarded to a Bidder unless a record for the purchase of at least one set of bidding/contract documents exists in the office of the City.

The Owner reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the Owner.

Questions received less than 5 working days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.

No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner.

The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond, and Insurance Policy. The General Contractor shall be responsible for the full amount the 100% Performance Bond and the 100% Payment Bonds. Combining bonds of subcontractors is not acceptable.
