This notice serves as Portsmouth Naval Shipyard's intent to sole source the following requirement:

Portsmouth Naval Shipyard (PNSY) requires the successful bidder to perform a Radio Propagation Survey on all areas agreed upon by PNSDET in preparation for Wireless Pull Stations.

This notice of intent to sole source is NOT a request for competitive quotes. The order will be awarded IAW FAR Part 13, Simplified Acquisition Procedures. No hard copy Request for Quote (RFQ) will be prepared or made available for distribution. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. Under the authority of FAR 6.302-1, only one responsible source is capable of fulfilling this requirement. Kingfisher Company Inc. (Cage: 1X974) equipment and infrastructure is proprietary. King Fisher has a proven product that the shipyard industry is using and familiar with at NASNI. The proprietary system is the only immediately available a unit that meets the needs and requirements of the Government industry wide. This survey is being done to establish the technical requirements and system restrictions for the purposed system. This is not an RFQ, but any firm believing it has the capability to perform these services will be considered by Portsmouth Naval Shipyard. Interested parties may identify their interest and capabilities in response to this notice and must clearly show the firm's ability to be responsive without compromising the quality, accuracy and reliability of the services provided.
