The following questions have been asked regarding solicitation # N3904023R0004. In fairness to all prospective vendors, questions are being answerred and posted to the GPE prior to the solicitation due-date of 6/5/2023 at 10am EST

Q: Once Agreements are established and requirements can be solicited under said agreements, will all drawings we receive from PNSY will be hard copies?

A: All drawings (if applicable) are provided in the Portsmouth Naval Shipyard Program Manual (aka BOA Book). Additional drawings may not be made available unless the government has intitiated changes to the Program Mnaual

Q: Could you put us in contact with a MIL-STD-2132F qualified examiner for LP and MT?

A: Unfortunately, the shipyard is not authorized to share that type of information. Vendors are however encouraged if they have questions about the process for qualifying their examiners for any procedures to contact BPMI or whatever company they find to perform NDT for them

Q: Could you put us in contact with an ANSTR that could qualify one of our personnel as a MIL-STD-21312F examiner?

A: Their contact should be BPMI (Bechtel Plant Machinery, Inc.). If they look in Appendix J of Mil-Std-2132F there is an application for test examiner examination with a phone number, any questions they have about the testing process I would start by calling that number.

Q: Could you put us in contact with an NDE shop that has personnel certified per MIL-STD-2132F?

A: Unfortunately the shipyard should not be providing contacts for NDT companies, it wouldn’t be appropriate to the open competition of the contracting process. If a company googles something like “Mil-Std-2132 Non-destructive testing companies” there should be some prospective hits
