This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The Maine Air National Guard Contracting Office has a requirement to procure the following items:

A metal additive accessory for an existing Haas VF1 model mill with post processing NC code dated Oct 2023 or after. The Phillips Additive Hybrid Retrofit Kit 1.2kW, with the included options is a specified Manufactures’ Upgrade to the CNC Machine already procured and in operation at 101st Aircraft Metals Technology shop, located in Bangor, ME. This specified Upgrade, (Phillips - HYB-LMD1200), when installed by an authorized Vendor, shall not invalidate the Manufacture’s warranty and is guaranteed to function as described.

The Government intends to award a Firm-Fixed Price (FFP) contract to Phillips Corporation, Federal Division. (See Justification for further details). The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 1000.

All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Time, 5 September 2023. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
