In accordance with FAR 6.305(a), the Government is making publicly available the justification to extend N3904022P0240 on a sole source basis.
In August 2022, when the Navy awarded Purchase Order N3904022P0240 to BSE Performance, it anticipated a need to rent the Temp Electrical Packages for approximately 10 months (August 2022 to June 2023) in order to support repair work onboard the USS Alexandria. Since then, the Navy has experienced a work stoppage followed by a work slowdown to address safety issues that have injured personnel. Currently, the Navy estimates that this event may have delayed the project’s overall repair schedule by at least 2 months, which creates the need to extend the rental of the existing Temp Electrical Packages which are non-severable.
The equipment is used to maintain conditioned power to multiple critical systems that cannot be disconnected without violating reactor plant (OP-4) requirements and ship’s safety requirements (6010/8010). These supported systems/equipment include: Temp HPAC (used to maintain operational pressure to ship systems), OP-4 diesel generators (used for backup power to key reactor plan systems) & the Critical Chiller (supplies cooling to ship service motor generators to maintain ships battery in a charged state).
Subject contract has been extended by a period of 8 weeks.
