In accordance with FAR 6.305(a), the Government is making publicly available the justification to extend N3904021C0090 by a period of 18 weeks on a sole source basis.
In August 2021, when the Navy awarded Purchase Order N3904021C0090 to United Rentals, it anticipated a need to rent the HVAC Equipment for approximately 19 months (August 2021 to March 2023) in order to support repair work onboard the USS Greenville. Since then, the Navy has experienced a work stoppage followed by a work slowdown to address safety issues that have injured personnel. Currently, the Navy estimates that this event may have delayed the project’s overall repair schedule by at least 4 months, which creates the need to extend the rental of the existing Temp HVAC Equipment.
The Temporary HVAC Equipment manages the air onboard the submarine, and is required for any work to take place while the submarine is in dry dock for repairs/maintenance; it includes chiller modules, pressurized pumps, hoses, air handling equipment, and cooling/heating units. The coordinated effort that would be required to disassemble and remove the existing systems and then install and test a new system would result in a total of 4 weeks. During this time, air onboard the submarine would not be managed resulting in a work stoppage as the air provided by the Temp HVAC System is required for any work to take place while the submarine is in dry dock for repairs/maintenance. This equipment cannot have a break in service without resulting in significant project delay, deeming this equipment non-severable.
