Description

The United States Government, Transportation Security Administration intends to award a SOLE SOURCE succeeding lease, for a term of 10-years (5-years firm term; five, 1-year option periods), for ON-AIRPORT property, using other than full and open competition for the Transportation Security Administration that will commence on 01/15/2024 and upon expiration of lease HSTS01-14-L-RELE01.



This justification applies to all TSA continuing need requirements for support, administrative, and training space that are required to be on airport property, at the Bangor International Airport (BGR), 287 Godfrey Boulevard, Bangor, Maine 04401. TSA space must be located on-airport to effectively carry out its mission in direct airport support of the screener workforce, and administration staff that support the screener workforce and other security functions.



The Government requires office and related space yielding a minimum of 3,185 Rentable sq. ft. and shall include all services, supplies, utilities, partitioning and tenant improvements/alterations as part of the rental consideration. Due to mission critical duties, the space must be accessible by major arterial roads and public transportation systems to the Bangor International Airport (BGR).



The Government may consider alternative space if economically advantageous; otherwise the Government intends to pursue a sole source acquisition. All offers should be aware that the Government will consider the cost of moving, all security functions and features, and alterations, etc., when deciding whether it should relocate.

A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TSA will not reimburse for any costs incurred by interested parties in providing a notification of interest and/or capability statement in response to this posting.



This is not a Solicitation for Offers (SFO) or a Request for Proposals (RFP).



WRITTEN EXPRESSIONS OF INTEREST MUST INCLUDE THE FOLLOWING: Building name and Address, Rentable and Usable Square Footage, Fully Services Rental rate and Common Area Factor, available parking, and Building Floor Plans. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. Offered space shall not be in the 100 year flood plain.



Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).
