SOURCES SOUGHT NOTICE. No solicitation is available. This notice is released pursuant to FAR 15.201(e), Exchanges with Industry.



Portsmouth Naval Shipyard (PNS) is seeking to identify sources with the capability to provide the following trade for Production Support: Ultra High Pressure Operators



These services shall be performed at the Portsmouth Naval Shipyard. Interested sources will provide qualified personnel capable of performing the typical tasks identified for trade as listed in Attachment 1 – Statement of Work. The NAICS code for this requirement is 336611, Ship Building and Repairing.



This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Proposal (RFP). Therefore, all interested parties are encouraged to respond.



In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.



Only responders who meet the following criteria should respond to this sources sought notice:




  1. Meets specifications outlined in the attached document

  2. Has an active CAGE Code with the Central Contractor Registration.

  3. Does not appear on the Excluded Parties List





Responses should include the following information:




  1. Responder’s contact information including company name. P.O.C. name, telephone number, fax number, email address, street address, CAGE, and TIN

  2. Trade Qualifications and Certifications, including any potential subcontracting arrangements or partnerships

  3. Number of qualified personnel Responder is capable of providing

  4. Historical/anticipated issues or concerns related to providing UHP trade support (i.e. competitive pay, training class backlogs, etc.)

  5. Anticipated mobilization time for personnel to arrive on location after award.

  6. Previous Contracts Performed for Similar Scope of Work



AMENDMENT: Attachment 1 contains trade specification UREL 0631-906 which requires vendors to have an approved DD2345. Requests for the UREL 0631-906 will not be provided at this time in relation to this Sources Sought. Please note that an approved DD2345 will be required in the event the Government issues a formal Solicitation in relation to this Sources Sought.
