Notice of Intent to Sole Source

Notice of Intent to Sole Source for television and radio advertisement spots for promotional airings and advertisements on stations which broadcast in the state of Maine, in accordance with NGR 601-1, para 7-12.4.





In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the MEARNG intends to award a purchase order, on a sole source basis, to Maine Association of Broadcasters to provide the Maine Army National Guard (MEARNG) the ability to advertise at the state and local levels using: Non-Commercial Sustaining Announcements (TV and radio broadcasts) at a 4-1 ratio and digital advertising campaigns. The digital advertising campaign will provide the Maine Army National Guard (MEARNG) potential leads and brand recognition, through over-the-air broadcasting advertisements, in order to reach potential new recruits in the specific age demographics of 17–24-year-olds, while also trying to target Centers of Influence (COI)/Very Important People (VIP) who help with the influence the target demographic. This requirement intends to help the MEARNG deliver their important recruiting message and the public interest messages effectively to the targeted demographics. The anticipated delivery date would be 30 days after award. This is considered a sole source to MPB because, The Maine Association of Broadcasters (MAB) is the sole organization which is authorized to conduct the NCSA program, which is otherwise referred to as the Public Education Parternership (PEP) program. The only other potential way to access these services is through a third party handler that would be required to contract with MAB. This would result in greater price through unnecessary overhead costs and complicate efforts. Furthermore, there are no known third-party handlers to do business at this level in this geographical area; it is more advantageous to go direct.





This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on January 19, 2023. Responses must be submitted in writing to the Contract Specialist, Daniel Bibeau, via email at daniel.s.bibeau.mil@army.mil no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
