The Portsmouth Naval Shipyard is seeking sources who may potentially have the ability to fulfill a lodging requirement, near Kittery, ME. for the below rooms during the period of performance that can meet the below specification.





Removal/Install/Testing of HPAC:

  1. SCOPE





STATEMENT OF WORK








    1. Title: Contractor shall provide services to assist Portsmouth Naval Shipyard (PNS) with replacement and testing of a Virginia Class Submarine High Pressure Air Compressors (HPACs) in accordance with NAVSEA technical requirements.


      1. Unless indicated otherwise in this SOW, the Contractor shall provide all equipment, tools, materials/parts, consumables, PPE, and other items/services necessary to perform the work as specified.







Location of Work: Portsmouth Naval Shipyard






    1. Identification: RIX Model 5R5-75B HPAC, supplied by the Advance Equipment Repair Program (AERP).

  1. REQUIREMENTS








    1. Contractor shall remove existing Model 5R5-75B HPACs installed shipboard. Disassembly and reassembly will be required to facilitate offloading. Work will be in accordance with reference 2.1.












      1. Contractor shall provide all components and soft goods required for disassembly.














      1. Contractor shall provide technical recommendations to PNS Engineers for PNS work to disconnect ship’s electrical and fluid / mechanical systems to HPACs.












    1. Contractor shall install AERP program supplied replacement Model 5R5-75B with PLC HPACs. Disassembly and reassembly will be required to facilitate on loading. Work will be in accordance with reference 2.1.












      1. Contractor shall provide all components and soft goods required for reassembly.














      1. Contractor shall provide technical recommendations to PNS Engineers for PNS work to reconnect ship’s electrical and fluid / mechanical systems to HPACs.














      1. Contractor shall conduct satisfactory start up, operation, and testing of replacement HPACs in accordance with reference 2.3.

      2. Contractor shall provide necessary repair services and repair parts to correct deficiencies identified during testing of newly installed HPACs.














      1. Vendor shall verify set points and calibration of valves and instrumentation as required in accordance with references 2.1 and 2.2.














      1. Vendor shall verify that instrumentation calibration dates are not to expire prior to the PNS availability completion date plus 90 days.














      1. Contractor shall provide technical guidance to PNS personnel for operation and maintenance requirements for remainder of availability.










  1. OTHER REQUIREMENTS








    1. Contractor personnel assigned to this work must be briefed on all procedures, safety precautions, and technical aspects of applicable PNS instructions such reference 2.4 and 2.5.










    1. Contractor personnel shall provide and use all personal protective equipment (PPE) required by PNS.










    1. Contractor personnel will participate in pre-shift briefings as directed by PNS.










    1. Contractor operating procedures are subject to review by the PNS Occupational Safety and Health Office and Naval Base local authorities.










    1. PNS shall provide a copy of reference 2.3 to the contractor for review. A non-classified system diagram of the ships high pressure air system shall be provided to the contractor by PNS for information.










    1. PNS shall de-energize, de-pressurize, and lock-out/tag-out the HPACs prior to contractor commencing shipboard work.










    1. PNS shall provide necessary fluids required to refill and operate the HPACs, such as lubricating oil, coolant, additives, etc.










    1. The contractor shall drain and refill all fluids from the existing and replacement HPACs as necessary to safely handle and transport.










    1. The contractor shall ensure that all hazardous materials generated are turned over to PNS for disposal.










    1. The use of mercury, mercury containing compounds, mercury containing equipment, and/or instruments containing mercury is prohibited.










    1. PNS shall dispose of all hazardous materials generated by the contactor during execution of this contract.










    1. The contractor shall break and remake all HPAC mechanical piping joints required to permit rigging and removal/installation.












      1. The contractor shall identify any such joints to PNS in writing.












    1. The contractor shall disconnect and reconnect all HPAC wiring and cable connections required to permit rigging and removal/installation.












      1. The contractor shall identify any such wiring and cable connections to PNS in writing.












    1. PNS shall cut and refabricate all HPAC component welded piping joints required to permit rigging and removal/installation.










    1. PNS shall provide all rigging services.










    1. The contractor shall dispose of all non-hazardous contractor generated trade litter.










    1. The contractor shall provide communications equipment between off hull and in- hull work locations.










    1. PNS shall make all connections and removals from the Ship’s System as required.










    1. PNS shall break and remake all connections to ship’s systems.










    1. PNS shall complete all associated tests prerequisite to reference 2.3.










    1. PNS will accomplish valve lineups of ship’s system valves.










    1. The contractor shall provide equipment to contain mechanical joints to avoid leakage onto or into the ship, dry-dock, or surrounding environment.










    1. The contractor shall accommodate machinery mount replacement by PNS personnel during installation of AERP asset.










    1. PNS shall replace any associated machinery mounts as required by the Availability Work Package (AWP).










    1. PNS shall accomplish all insulation resistance checks between the interconnected motors and controllers in accordance with reference 2.3.










    1. PNS shall establish, maintain, and adjust cooling water supply to the HPACs as required by the HM&E Test Procedure.










    1. PNS shall establish, maintain, and adjust the 700 psi air supply required for startup of the HPACs.










    1. PNS shall establish and maintain proper ships ventilation and hull openings to prevent pulling vacuum in the engine room during HPAC operational testing.








  1. NOTES








    1. PNS shall crate and ship offloaded HPACs to AER Program refurbishment destination.










    1. PNS shall receive HPACs from AER Program and provide to contractor.










    1. Growth in scope of work is possible.
